I removed the set screw on the handles but still cannot remove handle from stem, Any suggestions? ...

    Try covering it with a rag and tapping it gently with a hammer in all directions. That should loosen it up.

    This is a common problem with faucet handles. After extended time, mineral deposits form between the handle and stem. Sometimes you can wrap a vinegar soaked rag around the handle for a couple hours for ease of removal. others may require a handle puller. These are like bearing pullers, but made for faucet handle.
